In a few recent editions of the traffic circular there has been a reminder about the procedure for passing an automatic station starter at danger.It states that assisted despatch is not needed if the driver hasn't left the cab. What about passing the signal in the first place?Is AUTHORITY required?The rule book seems to say that the controller can tell the driver to pass the signal.I was always told that the supervisor must give authority to pass the starter.Any thoughts?

Depends if it's an auto.
The line controller cannot give authority to pass signals at danger, though they can offer a train operator information which may assist in deciding what action to take........basically they can advise whether to wait for a green (ie, there's another train ahead) or if the signal appears to have failed, the following may happen:
If the station starter is an automatic signal (denoted by a plate with the letter 'A'), the controller can ask the train operator to "carry out the appropriate procedure" - a driver can then proceed, after two minutes, under their own authority.
If the station starter is a semi automatic signal* (denoted by a plate with a cabin code, usually two letters such as 'EC'), the controller will still ask the train operator to "carry out the appropriate procedure" - in this instance the train operator will have to gain authority from a signaller, station supervisor or operating official (duty manager).
* - a signal with an 'X' on the plate ID is treated as a semi automatic signal when being passed at danger.

however on the Vic line, if you are passing a station starter you will need an assisted dispatch, to be able to pass the danger signal you would have to change the train to off code, which would mean the code destroyers on the platforms would not stop the train in an emergency, so a staff member (supervisor) is supposed to stand at the headwall with the traction plunger and use that to be able to stop the train in an emergency.
