You have the correct place with the main, it's just described differently on the answer sheet: Silwood Junction - footbridge from southbound train
You need to be more specific about the background.

Guessing really but it is an odd picture with a seemingly disproportionate amount of road in the foreground. I am assuming that there is a railway line behind the photographer since there doesn't appear to be one elsewhere in the pic. Fairly modernish bungalows so perhaps somewhere on the eastern half of the Central Line say, Fairlop way?

I'd say the railway is behind the hedge on the right, and there is a station behind the camera. The single no-parking line suggests a possible weekdays-only restriction on parking, such as might be found around a commuter station in a residential area.
