I've unfortunately not been able to find out any information about who Sandra Wilkes was, but I presume she was a staff member who had some connection with Rickmansworth.

The gardens in Bloom Competition on the Underground is awarded the Sandra Wilkes Trophy, so suspect she tended the gardens at Rickmansworth over many years in the past.

Sandra was the Train Operations Manager's admin at Rickmansworth.
