This is foxing me.
So far, I've concluded:
It's a portrait of Air Commodore AD (Alfred) Warrington-Morris, I think by Oswald Birley - you can see his sig. top left of the portrait, and the style is correct.
The photograph below the table is intruiging - is it showing a mostly glass roof, or is it a reflection of the building where it's taken?

It seems to me that the painting and the ROC 'plotting table' ought to be at an RAF Station or Museum. Realistically that just leaves IWM at Duxford or the RAF Museum at Hendon. The picture on the table is highly reminiscent of the NRM roundhouse at York with a diesel on the turntable.

The answer card states: Background: Post Instrument in the RAF Museum [ caravelle] (click for a larger version) The RAF Museum appears to have two branches, Cosford and Hendon; as you can see the card doesn't say in which branch the picture was taken. You can have the points for the deductive process though, even if your guess subsequently turns out to have been incorrect.

I think it's Hendon, as caravelle sent me a set of unlabelled photos from there and the Battle of Britain Bunker at Uxbridge in the same folder. I've never been to either so I have to do a bit of detective work myself and this one proved tricky - when working out what the instrument was I found a photo of one exactly like this (with no background) described as belonging to the RAF Museum at Hendon. I didn't think to investigate the portrait.
