It said that due to passenger action at Stratford, there were delays between North Acton & West Ruislip. But wouldn't that same action also affect services to Ealing Broadway?

It said that due to passenger action at Stratford, there were delays between North Acton & West Ruislip. But wouldn't that same action also affect services to Ealing Broadway? The only thing I can think of is that they were running a shuttle between North Acton and West Ruislip so that they could turn the scheduled West Ruislip services short to get them back on time, |
