I Think stuartroy was referring to the insert, which does not have to be on topic, but electrifying the tramway for class 450 operation would have made for some interesting elfin safety challenges.
I think it's Grove Park, don't know any calendrical significance though.

I think the train's destination is Weybridge not Weymouth as otherwise it would be taking the really long way round, even the 'fast' trains feel like they take forever to get there...

The train could state Weymouth as the destination as its one of the diversionary routes down to Southampton, usually rejoining the mainline near Weybridge, ps looks like Chiswick as well for the answer, don't know about the main picture.

Looking at the figures lurking by the crossing gate, they certainly look like they belong on here, and I think (but am nowhere near sure) that the chap in Denim is District Dave. So I would guess that it was a forum meet of some kind, possibly the first one?

That would make it the meet at Strand on the Green, on 20 August 2005. I'm not sure that 450s were working the Hounslow Loop that long ago though.
