It definitley isn't South Harrow as the points in the photo are Flat Bottom.
I've spent a good 15 minutes analysing this and I can't work out where it is though!

Can you also turn this into a sliding puzzle game? Not quite, as although that was the inspiration and the pieces are nominally square I didn't spend the time to make them completely accurate so (from memory) the sides vary from 497 to 502 pixels and are not guaranteed square. You would also need to remove one piece to make it work, although there are a couple of pieces that are of low value to the picture.
