Is there a table available anywhere that details the times/distances to change between lines at given stations.
For example, going from Victoria to Baker Street, there are three sensible options (apart from sitting on the HC&C), but no way that I know of for finding out whether it quicker to go Vic (Vic) Green Park (Jub) Baker Street or Vic ( Vic) Oxford Circus (Bakerloo) Baker Street. (I assume one of those is quicker than Vic (Vic) KX (HC&C) Baker Street.)
If you use the tfl journey planner, is it intelligent enough to factor in interchange times at stations?

for the example quoted change at Oxford Circus is quickest - just walk through the cross passages.
The Journey Planner does take into account a typical walking time between platforms and waiting for the next train

For a Walthamstow - London Bridge journey the JP recommends doubling back to use the cross platform interchange at Euston rather than walking at Kings Cross. How accurate it is for other journeys I can't say.

It says it takes only a minute to change between the Northern and Victoria Lines at Warren Street. Yet I beg to differ when you have passages and to go up one escalator and down another

TfL provided the interchange times as part of a freedom of information request in January 2012 - www.whatdotheyknow.com/request/gate_to_platform_and_interchangeObviously things will have changed since then at some places (e.g. the Northern ticket hall and associated passages at King's Cross wasn't open), but it will still be correct for the most part I suspect.

While I expect the times quoted are averages, at peak times, to change at Oxford Circus to Victoria (Northbound) isn't 4 minutes.
Even using the last carriage (Eastbound) to minimise walking distance, it consists of:
-Push (providing they are bigger than I am) the rude people back that try and board the train before you've got off -Turn right, and get behind the people still trudging forward from the previous train -At the passenger crossover, dodge the stream of people heading Southbound, plus the tourists staring confusedly at the train maps on the wall. Take the left fork. -Continue in a zombie like fashion up the stairs, avoiding suitcases being banged against your feet, people standing on your heels, and dodging the few people going the other way. Turn right and climb the second stairs. Turn left and continue to the Victoria line platform.
About 10 minutes if you're unlucky!

I've got from the HC&C Euston Square to Euston NR in less than five minutes. And that was without running - I would imagine most people could do it (the pelican might hold you up if you actually wait for it to go green).
