I'm guessing it is something to do with the expansion of TfL's rail services today, but not being from that neck of the woods, all I can say is that there is a bus going under a bridge somewhere in North-East London

That is Bruce Grove, with what is an ALX400 bus presumably serving the 123 heading towards Ilford. Bruce Grove along with other stations on the WA inners has become apart of the LOROL Network.

all I can say is that there is a bus going under a bridge somewhere... By Jove I think you might be right "This a rare and unique example of a 'Londinum Omnibusium' passing UNDER a bridge and not hitting it."(To be read in a David Attenborough voice)
