Well, it can only be an old photo of the NLL with that 313 under the wires. I'll place a guess at between Willesden Junction and South Acton

as there are both overhead wires and third rail, in the vicinity of Willesden Junction were the the trains switch traction supply

Could the photo be taken from Hackney Wick Station (which would have had both voltage supplies for a few years)?
