I was kindly sent a copy of the EU "expression of interest" procurement notice issued by TfL in respect of supplying extra trains for Overground services (including West Anglia).
The Contracting Authority is planning the introduction of new rolling stock to support the following London Overground programmes:
a) Introduction of electric train services to the Gospel Oak-Barking line to replace existing diesel units coincident with, or as soon as possible, following completion of electrification in 2017; and
b) Introduction of new units to other parts of London Overground to increase capacity; and
c) Introduction of new units to West Anglia Route to replace existing units as part of the proposed transfer of responsibility for West Anglia inner suburban services to RfL.
To support the achievement of these objectives the Contracting Authority is seeking to identify suppliers who can demonstrate the following capabilities:
(i) Design, manufacture, testing, commissioning and entry into passenger service of electric multiple unit rolling stock for London Overground operations. (ii) Collaboration with client organisations to deliver a safe, reliable and efficient passenger service. (iii) Provision of fleet maintenance services and technical support for the design life of the rolling stock.
This confirms the rumoured intent to buy EMUs for the electrified GOBLIN, the existing electrified Overground routes (possibly to allow a cascade of 378s to bolster services) [1] and the West Anglia services due to be taken on in 2015.
[1] I understand the suggestion is new 4 car trains for the Euston Watford route to allow the 5 car units to move to other Overground services (perhaps the ELL where extra Crystal Palace services have been proposed).

We now have a bit more detail courtesy of a TfL press release about the rolling stock order and devolved train services. TfL Press ReleaseRailway Gazette articleKey points are 39 trains form the base order. 30 for West Anglia, 8 for GOBLIN electrification, 1 for Romford - Upminster Shuttle. There will be contract options to allow for extra trains on any of the routes including existing electrified Overground routes. TfL / LOROL to take over operation of the Romford - Upminster service and responsibility for Emerson Park Station. West Anglia takeover planned for 31 May 2015. New trains for West Anglia due for 2018 with the usual rebranding/refresh of existing trains in the mean time. As already predicted stations will get the usual refresh with LOROL taking over the West Anglia stations with the exception of Liverpool St and Cheshunt. All good news if you live in the right bits of London.

They've corrected it! The quote in my previous post was copied from the TfL press release - compare the wording with the current version.

Interesting that Upminst6er Romford is being lumped with this lot for new stock. Would have thought there was some merit to making a group out of this and the stubs of the GW mainline as some sort of 'Crossrail connect' thing, with (very) short trains of the XR stock.

Interesting that Upminst6er Romford is being lumped with this lot for new stock. . probably the stock for the shuttle is part of the same fleet that is being replaced. Lumping it in with Greenford etc would be a problem as it is quite remote from them (how would they get to and from a depot at the other end of the Crossrail tunnel?) and, even combined, the fleet of mini-345s would be tiny. Greenford hasn't yet had approval for electrification.

Interesting that is does not include the replacement stock for the DC line? Does this mean that TFL may add a fifth car to the DC line at a later date or are their other plans for the DC line? I know it states that additional orders can be placed at a later date but most people were talking of the DC stock going to other LOROL lines to be replaced by four car trains.

Makes more sense operationaly than a dedicated mini fleet. As long as the line has some decent new trains there is nothing to stop it being marketed as a piece with Crossrail rather than as a detached section of Overground.

D.C. will go 5 car then at a later date reduced back to 4 car & the 5 car trains will go to bolster the Clapham service, which I've heard is having a frequency update.

Current thinking is that perhaps the DC line will receive a subsequent batch of 4 car stock to cascade the 5 car 378s back to the NLL and ELL. This would, if it happens, be in 2018 or 2019.

Certainly need 8 car for most Chingford services in my experience. Not sure about Hertford, Enfield or Cheshunt via Seven Sisters though, as don't use those!

LO will run 8 car in peaks on Chingford line and same on Cheshunt/Enfield Town services. GA will run services to Hertford East etc., as now, but level of service via Seven Sisters and Cheshunt interworking with LO has yet to be decided.

If the DC reverts or remains 4-car opertion if the service is subsequently diverted to Stratford will this cause long term problems? Would it make sense to go the full hog and order 5 car sets to cover everything on the DC, North London and GOBLIN. The latter will no doubt eventually need extra capacity and long term it will surely cost more to add extra carriages yet again.

The Chingford line can only accomodate 8 cars. As the order is for 4 car units I sincerely hope that they are planning to run them in multiple.
