Not Tower Hill, but you aren't a million miles away from the main location. You're not particularly close to the inset though. I'll wait a bit for some more attempts before giving the next version though.

My research (cough) suggests it is the Huskisson Memorial in St James' Cemetery/gardens in Liverpool.
Could the other picture be Liverpool Street?
EDIT: Wikipedia Research also says Huskisson died on the Sept 15th 1830.

The item on radio 4 was about how the gardens are a zone of tranquility in the centre of the city. When I took the picture I lived in a flat four streets away, it was effectively my back garden!
