I am presently charging my phone on one of the plug sockets on the overground train. Why are there plug sockets on these trains?

It's so cleaners can use equipment when the train is at the depot. Is there not a sticker next to it stating "not for public use"? If you are charging a phone or laptop I hope you don't get a power surge. I wouldn't want to risk it.
