TfL have launched their draft Business Plan which sets out their plans for the next decade.
A key Overground related highlight is confirmation that TfL plans to have longer trains on the Overground network. The objective is to raise capacity by 25%. The key highlights are
- longer trains on ELL and 2 extra tph (destn not specified). - longer trains on NLL, WLL, Watford DC and GOBLIN.
No comment on GOBLIN electrification. The deadline for delivering the longer trains is shown as shown as 2015 for ELL & GOBLIN . It is 2016 for the NLL, WLL and Watford DC lines. The 2 extra tph on the ELL is also targeted for 2015 completion.
There is no additional detail (e.g. how long a longer train might be) beyond what is shown above. The 25% extra capacity target does rather suggest 4 cars to 5 cars for class 378s.

If I recall, the South London RUS or the London Rail plan from TfL suggested extra peak services to/from Crystal Palace. This would help to relive pressure on the very busy stretch between Sydenham and New Cross Gate.

This is great to hear, shame about the lack of Goblin electrification though, I look forward to seeing these changes come into play.

How would one raise capacity on the 172's by 25%, add half a car? Clearly you don't add half a car. The 25% is an "overall" number across the Overground so there is "wriggle room" as to exactly what is ordered. This will surely depend on what prices TfL gets back from manufacturers (esp for GOBLIN rolling stock). I assume TfL are tied to Bombardier for the 378 lengthening. I have a (hopeful) sneaking feeling that the Chancellor might pull the "electric rabbit out of the GOBLIN hat" tomorrow for the Autumn Statement. However I am not holding my breath.

The trains are going to be 5 car on the ELL. Sidings in the Silwood triangle near Silwood Junction have already been proposed and are at planning stage. The 5 car trains should be in operation in approximately 18 months, ahead of the 2015 deadline.

According to this article they are "working with the Department for Transport to see if we can fit in an extra train service to Victoria", could this account for the extra 2tph mentioned? Chris

Chris I doubt it. I think this is a reference to trying to get more stops on South Eastern services to give more trains from Peckham and Denmark Hill into Victoria. Putting LOROL services into Victoria would dilute the revenue due to South Eastern and neither South Eastern nor the DfT will want that!

NEWSFLASH - Mr Hendy, at the Assembly Transport Committee, has just dropped an enormous hint that there might be a statement on GOBLIN electrification from the Chancellor this afternoon. ;D ;D ;D He said questions have been asked by the Govt about the electrification. He has also said any new EMUs would be 3 car trains. Time to listen to Uncle George at lunchtime! Gloom He hasn't said anything about electrification and definitely no mention in the update to the National Infrastructure Plan. Another false hope.

Slightly wishful thinking unfortunately, it's a shame the webcast of that assembly meeting isn't working. That said Val Shawcross has tweeted "Peter Hendy tells @jennettearnold we may have good news on the electrification of the Barking Gospel Oak train line tomorrow. Fingers crossed" so who knows.... Chris That's part of a plan for an off peak Victoria - Bromley South service. Nothing to do with the extra ELL train.
