Is there any reason why the 09 stocks decelerate well before entering Victoria on both the northbound and southbound platforms? The 67s seem to enter the platforms at [about] full speed.
Is this to do with the signalling?

I was wondering the same thing too Also I have noticed over the last few weeks that t17 blowers/fans are never on unlike all the others, is there a fault?

I think it's because Victoria is a busy station, therefore if a 67TS is in front of an 09TS the 09TS will come up closer behind it as 67TS have inferior performance. I notice this at Oxford Circus too.

I remember a few occasions last year when trains arrive at Walthamstow Central at full speed instead of slowing down at a particular point before the crossover. So far, it hasn't really happened very much.

True, of course, but the 09s slow down regardless of whether there is a train immediately in front, and just pull into the station at a relatively low constant speed. The 67s do not seem to do this. I was just wondering whether this is to do with the signalling or if there is another reason for it.

At the moment there is a speed restriction going into Victoria. Think you will find that the 67's slow down as well at the moment. The 09 stock in it's present format will go slower over any crossover than a 67.

I think its because you are too close to the train in front so the train slows down. It happens allot on the victoria line probally because there is too many trains ahead.

This is entirely true, but not what I was initially referring to - trains currently slow down regardless of whether there is a train directly in front. This is apparently due to a temporary speed restriction into Victoria.
