I'm not sure, but I would imagine even if they had to run as single units in passenger service, coupling would be possible for assistance, and maybe stock moves.

I would suggest it is possibly a test train or more likely a defective train being "assisted" by 02. The P.86's certainly never ran in passenger service as two vehicles.
The train looks empty to me. It looks like at Crossharbour southbound looking south to me. It also looks as though the photo is showing the as yet unopened 'extended' (to take two vehicles) part of the station and is proceeding to the centre siding.

Additionally, have a look at the lampposts - they are missing the lanterns, suggesting that this is pre the opening of the DLR.

That train is not in 'as new' condition as the unreliable orginal destination display has been replaced by the 4-face manually-turned effort, so this must have been taken after the system opened.

I would say definitely after the railway opened, when the platform extensions from one to two vehicles were being made. The photo looks towards the platform extension which, at that point, hadn't been completed.
