And yet another link post: As part of the "Trafikeringsavtal", the network access license, the licensee/train operating company has to abide by a number of rules and regulations. The important ones are conveninently collected on a webpage at Banverket's site. These are various regulations covering electrical safety, licensing and approval of rolling stock, competency requirements for staff and so on. One of the most important documents is named BVF 900.3. This is the basic Rule Book for Swedish mainline railways. This is an "operator neutral" version, only covering the operation of trains and vehicles, signals and signalling, trackwork etc. Specific rules regarding passenger service, vehicle-specific rules, specific operating procedures and so on are up to the various operating companies to develop and have approved by Banverket and the Swedish equivalent of HMRI.
