As part of an EU directive, every rail infrastructure authority in the EU/EES area has to publish a formal network statement, a description of their rail network. This is supposed to contain all information needed for someone who wishes to operate trains or buy capacity in the national rail network. So, it contains in short form all the rules and procedures needed for licensing, access and interface procedures, as well as descriptions of the physical infrastructure itself. Lots of interesting reading, in other words. The infrastructure authorities have a europe-wide cooperations agency, RailNet Europe, and they have a nifty little page with links to all the various network statements for mainline rail all over europe.
