Sadly it's not only the civil service, it's the whole mentality in the UK. There must be rules for every little thing and they must be obeyed, to the letter.

Which is part of the reason we generally feel hard done by in Europe compared to the southern Europeans. Whereas for us a law/rule is to be obeyed to the letter, to the e.g. Italians it is a general statement of blief/opinion/principle to be treated as such or as a guidline. Compare a law banning smoking in public places: in the UK it will be rigidly enforced, requiring detailed legislation, enforcement, bickering, court cases, the works; in Italy it is a satement that the government dispaproves (in principle) of smoking in public places, a few signs may go up, there will be some talk about it, but it wont be enforced (or even practiced by the majority of the governemnt) and both will have the intended effect.
