Taking a punt... Is the link Bakerloo line stops at mainline stations, Elephant and Castle odd one out as not a terminal making C Paddington?

Location C isn’t Paddington, Elephant and Castle is not the odd one out but the link is to do with the Bakerloo Line

I'm tempted to say Baker Street is the odd one out, as it doesn't have a direct interchange with National Rail services.
