Short description:
DTUP has procured a new fleet of trains for Piccadilly line. The introduction of the new fleet requires changes to the maintenance procedures and facilities. To facilitate the introduction of the new fleet, it is necessary to provide not only the stabling and sidings required for the new trains but also additional stabling capacity to enable migration to the new fleet.
There are 3 sites on the Piccadilly line; Cockfosters depot, Northfields depot and South Harrow Sidings. The scope of Piccadilly line depots and stabling project is expected to include the following work packages:
— A Design Management and Construction Management Organisation (DMCMO),
— track works,
— staff offices, welfare facilities, service plant rooms, stores, ancillary rooms,
— workshop and maintenance facilities,
— train and depot equipment,
— enabling works,
— logistics and site facilities,
— power, M&E, telecomms,
— landscape.
There is a requirement for the first maintenance facilities to be operated by May 2023.

LUL intends to host an industry day on the 8.7.2019 to start the engagement on the Piccadilly line depots and stabling project. This event will provide an overview of the long and short term plans for the project, to enable participants to better understand the packaging and contractual models being considered by LUL.
LUL is seeking consultants and contractors capable of delivering the scope of the work packages to provide feedback on the delivery and contractual models and record their potential interest to participate in initial consultations in connection with technical and other matters. LUL is interested in engaging with companies involved in design and construction, using either traditional or offsite construction methods, in order to explore different potential delivery and procurement packaging models and identify modern and innovative tools and ways of working to make the delivery of the depots upgrade more efficient.
It should be noted that this PIN is not a call for competition but has been issued to facilitate preliminary market consultation. The information gathered from this exercise may be used to further develop LUL’s packaging, procurement and delivery strategies. Following publication of this PIN, LUL is seeking interested parties – singularly or in consortia or joint ventures able to deliver some of these work packages – to engage in a preliminary market consultation so LUL can better identify the scope, opportunities and constraints for structuring the different work packages, prior to potentially commencing formal procurements through publication of Contract Notices in the OJEU under UCR 2016 (or any applicable successor legislation).
