I'm sure its Westminster DL /CL, Eastbound... the stairs go up that direction to the ticket office etc. I have been through there with the boys in the past.

Answer:
Tubeboy get the plaudits for this one, as he was the only one to mention the correct answer. This is not Westminster, but Canning Town. Specifically these are the stairs to the disused North London Line platforms. Note the tape accross the bottom of the stairs, preventing people climbing them. Also the photo has not been modified, the signs are now blank.
