i'm thinking that the barrier is there cos the platform is shut off with the barrier due to engineering works....

Nope. HB platform 1 was in use when I was there (I think).
edit: having looked at my photos, it was indeed in use when I was there (27/7/06)

South Ken is my final suggestion. I dismissed Shoreditch which would have fitted the bill using your 'clue'.
The photo is of a lovely Victorian brick main building, with a bridge over tracks ...and disused/closed-off platform.

You're right it isn't Shoreditch either, but it is geographically closer than South Kensington

No need for CJ - it is stairs to Whitechapel platform 6, formerly for trains to Shoreditch. I did wonder if my final clue was too obvious?

I'm glad I photographed that when I did, as since the closure of Shoreditch it has been covered over by a modern style notice saying Shoreditch station has permantently closed - although looking closely you can see that just the word "Shoreditch" was covered over prior to that. I did try and photograph it again when I was there this time but it didn't come out.
