Yes I did take the picture. Yes it is accessible to the public. It is automatic. It the Bar is attached to another bar which it attached to a motor. It moves the Metal bar in the right hand corner.

The motor is energised by the track circuit and moves the bar which closes a gate like a smaller pedestrian gate?

You are correct. It is a a pedestrian gate. Heres the original photo. The gate in the photo wasn't working properly. It was shutting halfway and stopped. A Little info on these gates: The gates begin a high pitched ring whitch starts about a second before the Level crossing bells activate. They then shut and the train passes. The ringing stops when the Level Crossing Gates begin to rise. About a 10 seconds later the gates on the Ped crossing open.
