(Its not difficult and Colin got it right. But hey, least the poor sods who don't live in London and have no hope in hell of guessing the locations get a chance!)

The first pic is a spring clip key and the second pic is a chair screw.

As correctly guessed by Colin they are rather junky screws used to connect the railways sleepers! A full photo is availbe on the above link. (Or should be availble very soon.)
