With a 24hr tube going ahead soon and also could the DLR ever go 24 hours? 4 trains per hour? You would not need the Stratford Int to Canning Town as the Jubliee Line already does that. Maybe have something like this. And Tower Gateway would not need to be open as all trains could just go to Bank for interchange. All trains would stop at Poplar.
Bank to Beckton 4 tph Stratford to Canary Wharf 4 tph Lewisham to Woolwich Arsenal 4 tph
Just letting out the idea!

I think we are going to learn a lot from the 24hr tube, as people will come to expect something "full service" like, and it will be interesting to see what Tfl implement to appease the crowds.
I like the idea, but I wouldn't know anything about demand.

Woolwich does have a night life and so does New Cross (Deptford Bridge) and theres always a big party or two down Sivertown and Lewisham!

Lewisham would benefit more from a direct service into Bank to connect with Central line services after Southeastern pack up for the night.
I'd propose as a start.
Bank to Lewisham 4tph Bank to Woolwich Arsenal 2tph Bank to Beckton 2tph Stratford to Canary Wharf 2tph (up to 4tph if demand exists) Canning Town to Woolwich Arsenal 2tph Canning Town to Beckton 2tph
This gives 4tph to most branches with the exception of the Stratford Intl branch which is served by the Jubilee line, while the Stratford branch only receives 2tph to serve those stations between Poplar and Pudding Mill Lane.

Bare in mind should HS2 be built and night services start running on HS1 and HS2 then perhaps a DLR train going just between Stratford and Stratford Int would be suitable?

Can't really see the point of an all night service to/from Beckton once beyond Canning Town. The only real traffic on that branch in my experience is students to/from the University of East London campus at Cyprus. Is that really enough to sustain a railway? Probably not. (Probably getting into RIPAS territory I know!)

Tower Gateway wouldn't need to be open as it will have no interchange where Bank will. In Cutty Sark and Island Garden as well as Bank and Woolwich Arsenal have to have stuff members in the station.

Can't really see the point of an all night service to/from Beckton once beyond Canning Town. The only real traffic on that branch in my experience is students to/from the University of East London campus at Cyprus. Is that really enough to sustain a railway? Probably not. (Probably getting into RIPAS territory I know!) Trains in the peak are pretty busy in both directions to most stations, not helped by the reduction in frequency to every 8 minutes. The only really quiet station there is Beckton Park. Weekday mornings WB runout has trains run in service from Gallions Reach to Bank and Stratford International which then go to either Lewisham or Woolwich (in addition to the usual Tower Gateway which I think start from Beckton). That actually leads to the most frequent service for the whole day between Gallions Reach and Canning Town! So it would be a good idea to run some sort of service there, I'd imagine some students would go on a night out to Central London more often because it is very convenient to get back (none of the sitting on the N551 for an hour) whereas if it only went to Canning Town they'll still need the 474/N551.

I can't quite see them wanting to operate a full network for late nights. Not all routes are that busy late at night.
I see two criteria operating here; A. Areas of high population density and centres of nightlife plus B. Providing links to links into parts of London that are far from any late night tube service and could provide a good local railhead.
I see Greenwich, Canary Wharf and now Stratford(mainly due to Westfield) as centres of night time Entertainment. While the City is dead it's only a short walk from Old Street and Shoreditch and has plenty of night buses. Plus the city will provide a good link to night tube.
Lewisham and Woolwich provide points for people to transfer to night buses or taxis after avoiding the slog out from Central London.
So I can see Bank to Lewisham and Woolwich being busy routes as well as Stratford - Lewisham.
I'd suggest:
6 tph Bank - Lewisham 4 tph Bank - Woolwich 4 tph Stratford - Lewisham
Bank - Woolwich may see an increase on that number if everyone in SE London uses it as a Railhead, to avoid the long bus journey into London.
