Just saying that none of the mainline operators would have any stations within the M25 if they had their way - metros aren't profitable. You need massive peak capacity and low fares. Chiltern has a two-track line through which all it's "mainline" services must pass - no wonder the service levels are so low, and with such low service levels, is it any wonder usage is so poor? I'm just saying that you would get better usage if you improved the service, Chiltern get shot of services it doesn't want to operate, AND you get to solve the Jubilee turnback and LO Dudding Hill interchange issues at the same time. You have alternatives for central London, yes, but what if you want to make a local journey from Sudbury or Alperton etc. to Neasden/West Hampstead/Baker Street, etc? You're either relegated to buses (possibly multiple buses) or you have to contraflow back to Rayner's Lane and then down the Met. Contraflow travel is not really intuitive, and you have to pay to travel out to zone 5 to boot.
Anyway. I think there's an argument for moving/rebuilding the Met/Jubilee interchange to Neasden anyway once the Dudding Hill line comes back into passenger use. Without it, I'm inclined to agree with you that it's not worth it - but as part of a Neasden rebuild to improve the interchange, then I think it's worth looking at.
There are other interesting things you could do with a branch once you'd built it to Sudbury, but they're far off into RIPAs territory so I'll leave them be. Suffice to say, there are more useful places it could go than HotH which is already very well served by trains to all the same destinations it would have.
