Is it a bit early the have the H&C and Circle being step-free to train as has been done on the Dec 13 map?

King's Cross and Hammersmith have been recategorised as "Step-free access from street to train".

Comparing the September version with the December one (TfL's pdf link still has the former, but the gif link already has the latter) that has indeed changed. I assume this is the result of almost-universal S stock at those stations now.
The other most noticeable changes are the re-opening of Edgware Road (Bakerloo) and the closure of Embankment (B&N) (not exactly a fair exchange!) No indication of whether there is an OSI with Charing Cross.

Plus the Dis and Pic station now has step free again (lift work completed) and also kilburn station loses step free - not sure why

Kilburn and Waterloo both have lift work happening both starting late Jan (kilburn until late May Waterloo until late July).

Technically it is step free from a C stock train - with the use of a Manual Boarding Ramp of course...

What has happened with the avoiding stairs guide, one example is at Bank it says to get to the DLR you need to use lifts and escalators but on the main map it says it's step free to train, it's the same at a number of other places as well.

Also they have changed the shape of the central line at the Epping end, it no longer goes in a straight line.
