Today, Thursday 14th Feb, began as a totally routine slightly damp February day. Nothing at all "inclement". Got to Euston NR around 11AM - when the ground outside was almost dry and the sun was bursting through in the sky. None of the train departure boards on the "local" platforms were showing train departures. They were showing a ridiculous "Due to today's inclement weather ..." message. What inclement weather? As if that wasn't bad enough, there were making a similar PA every 3-4 minutes while I was waiting for my LO service asking people to take care while walking in the station. Having just missed a train, I was on the station for the full 20 minutes. Very few actual train announcements - just this "inclement weather" foolishness played over and over.

It was chucking it down all night. There were floods in other stations, and the platforms were wet. A first aider was called on the NR the previous evening after a woman, admittedly wearing high heels, slipped on the wet surfaces whilst boarding a London Midland service.
I'll admit that repeating a warning often lessens the impact as it becomes background noise, and the warnings on the departure screens are annoying because it hides the useful information, like where the trains are going, but those sorts of warnings, when appropriate, have to be played at a frequency such that everyone passing through the station will hear it at least once.
