I was looking on the TFL website and it says severe delays due to an signal failure at Bond street how can it be a signal failure because I thought TBTC has no signals?

'signal failure' means a generic failure of the signalling system.
That's why signal failure is used.
You're hardly going to say to the public something technical, or 'ooh the SelTrac is fooked!'
