Does anybody know why the announments on the train say it twice? Is this some new thing or is it a fault in the system?

One is triggered by the old system (which won't be turned off until the new signalling is activated on the rest of the line) and one is triggered by the new signalling system (or something related to it). That's all that I know and I think it's correct

That's all that I know and I think it's correct That is correct. The old system trigger should have been surpressed when the new signalling was introduced but it didn't work. Rather than spend lots of money on a short term resolution was thought best to leave as is for a couple more months. If the old system is turned off completely then there would be no announcements north of Dollis Hill.

The second announcement played is the newer one which will be kept. This will match the pattern seen on the majority of other stocks i.e. when the 'next station' announcement is played just as the train is approaching the platform.
