Yes, but that isn't the full story. A signal can be green and have a TS of something other than 0, likewise you can have a valid TS and a red aspect under certain fault conditions. White means that at least two code blocks are unoccupied and a train operating in either CM or AM may pass.

To add a bit more, you can have a red, green or blue aspect at Baker Street on the Southbound. The Red aspect is clearly stop, the blue is for a TBTC train to procede on the Jubilee Line and a Green would be for a train in tripcock mode to proceed onto the Bakerloo Line.
Likewise leaving Neasden Depot will have the same (i believe) to stop a Met train taking a signal onto the Jubilee Line.
At Dollis Hill Southbound there are three trainstops so if a train in Tripcock modes SPADs the red starter signal and procedes, it will be tripped a further two times with the presumption that a driver will realise there is a problem before driving into the back of a TBTC train ahead!
