Watching the Northern Line DEV and on the BVE 4 route there is a number 7. It is not the one which tells you how many cars are in the tunnel, but just at the tunnel mouth of a couple of stations. (Chalk Farm i think is one).
What does it mean?

If it's the one in the four-foot, then it's the seven car stop mark.

It would have been the 7 car stopping mark. On the Northern line, unlike other lines trains used to stop with the head in the tunnel and the stopping marks were on the side of the tunnel, and not as on other lines in the four foot.

When did the green/chevron boards start to appear?

That would have been just before the 95 stock was introduced.
