Why would telephones be gated off?

My first thought is that, despite the signs, the alcove contains no public telephones - very few stations still have any.

It looks like a row of Silence cabinets... I remember our Post Office had a similar row, the double telephone exchange was in the building above! These have no doubt been out of use for many years. Are their any silence cabinets still in use? I suspect they are now gated off to avoid people loitering in the cabinets or in the space in front people used to queue to use them.
