I first thought it was the Gibraltar House of Assembly, in John Mackintosh Square, but further inspection reveals otherwise.

Slightly confused by what appears to be an Italian flag on one of the flagpoles, but that is the Main Guard building in Valletta.

Inset: Valetta, Malta - Main Guard building [ Dmitri] wikimapia.org/#lang=en&lat=35.899218&lon=14.513527&z=20&m=b(click for a larger version) As for the Italian flag, the photograph was taken on 8 September 2016 according to the EXIF. Wikipedia tells me that 8 September is Victory Day in Malta, remembering the victories in three sieges of Malta. The most recent of these was by the Italian navy in 1943 who surrendered on 8 September - although this could just be coincidence.

I've done a bit of internet research, and found that the Italian Cultural Institute is housed in one wing of that building, which would explain the tricolore flag.
The red and white flag over the main portico is that of Malta
