Is there an official list anywhere of all TfL stations that are classed as sub-surface for fire regs purposes ("section 12") stations? I've found this document which has a list of (some?) section 12 stations (page 25) managed by London Underground but nothing else.

There are lists on TfL's in house sites. Simple rule is where more than 50% of the station is below ground or a roof. This also applies to any station in the UK. See Appendix 1 in this document www.persona.uk.com/nle/B-Core_docs/G/NLE-G1.pdf

That's all the stations managed by LU, thanks, but it doesn't cover LU stations managed by others (e.g. Wembley Central) or stations served by Overground/DLR/TfL Rail.
This is for Wikipedia, so we need a reliable source to reference rather than working out for ourselves (even if it's obvious, like Woolwich Arsenal).

Wembley Central is managed by LUL, ever since the transfer of Silverlink Metro to TfL /nitpick

I thought they were all LO managed north of Queen's Park, and that Wembley Central would certainly be section 12.

Shoreditch High Street and Dalston Junction LO plus Woolwich Arsenal, Cutty Sark and Island Gardens DLR.

I was seeing if there was somewhere easily accessible online before doing an FOI, but it seems like one is required.

Funny, I found such a list online just today. Someone had done a FOI, was that you? I'll have to find it again to see.
Edit: Looks like it was you. Ha!
