To support the planned upgrade of the Jubilee and Northern Lines and extension of Northern Line service to Battersea, TfL currently intends to purchase between 11no and 63no tube trains in 6 or 7 car formation. The purpose of this PIN is to provide an opportunity for economic operators to record their potential interest in this procurement and to participate in the initial consultations in connection with technical and other matters. For the purpose of this PIN, TfL wish to engage only with established rolling stock manufacturers or other economic operators who are capable of delivering a complete rolling stock solution in its entirety rather than manufacturing component parts. Transport for London (TfL) is planning to upgrade the Jubilee and Northern Lines and to extend the Northern Line to Battersea (together the 'Programme'). The Programme is expected to be managed by TfL's subsidiary, Tube Lines Limited (TLL) but may be procured and/or undertaken by other members of the TfL group. This notice and associated material have been drafted on the assumption that any contract will be with TLL but reference in this notice to TLL shall be deemed to apply to any member of the TfL group.
As part of the Programme, a number of additional trains will be required to operate the new route and/or a greater frequency of service. The actual number to be procured through any initial order and/or the exercise of options remains to be determined and further detail will be provided in a future Contract Notice, if one is issued. The current forecast is that the Northern Line will require between 5 and 50 x 6 car trains (with the most likely number being 24). Similarly, the Jubilee Line is forecast to require between 6 and 13 x 7 car trains (with the most likely number being 11).
This is not a stage in a full competitive process and it is not the purpose of this consultation to provide any part of the solution. Rather, the purpose is to provide TfL with information to assist in future feasibility studies and associated strategies. Participation in this consultation process is not a prerequisite to, and will not prejudice participation in any future competitive process.
Nothing in this PIN constitutes a commitment to commence any formal procurement process by means of issue of a Contract Notice or otherwise award any contract, other agreement, or arrangement to any person or entity.
The information contained in this PIN (and any supplementary information) has been prepared by TfL in good faith to assist economic operators in understanding the Programme.
