Looks like there'll be some weekend closures on the Vic next month (http://www.tfl.gov.uk/assets/livetravelnews/realtime/tube/track-closures.pdf)
Are these just routine maintenance, given the TfL website is proudly proclaiming the signalling upgrade is complete?

They haven't had much time to work during the Olympics/Paralympics and in between them both so I can imagine there will be a lot of closures in the coming weeks/months. It is a pain but I'd rather a system that worked most of the time than a one that keeps having regular faults!

It's not really complete is it. If you look closer on the TFL website you'll see that they plan to use 33 tph from next year. So it could be relating to that, maintenance, left over stuff to do etc.

But on a serious note, what is the current tph off-peak/peak (if there even is a difference - I swear whenever I'm at a Vic station the train is either there or approaching!)

Currently 30tph peak (18tph Walthamstow); 24tph off-peak Mon-Fri, SAT, SUN (18tph Walthamstow) To 33tph peak (no change off-peak) from 20 January.

Will be interesting to see for how much of the peak the 33tph operates for.

"For one hour in each peak period". Thanks, and I'm assuming the rest of the peak will be 30tph as at present.

That's correct, trains will start going back to depot much earlier than now, for example during the evening peak the first train goes back to depot at half five, only twenty minutes after the last one leaves the depot!

I assume this is because 33 tph really puts a lot of strain on turn back facilities and cannot be sustained for long periods? Therefore trains need to return to depot pretty quickly.

TBH they are just testing the water to see how a 33 tph service will hold up.
